Emergency Winterization Support for displaced and host families

Since the beginning of the Russian invasion one-third of Ukrainians have been forced from their homes, making it the largest human displacement crisis in the world today.

Some 7 million people have been displaced internally within Ukraine and some 13 million people are estimated to be stranded in affected areas or unable to leave due to heightened security risks, destruction of bridges and roads, as well as lack of resources or information on where to find safety and accommodation. Many families that now gradually return to their homes in safe regions of the country face complete destruction. As of April 2022, it was estimated that around 100 billion USD worth of infrastructure had been damaged. Now, winter is approaching fast and with it the urgent need to secure homes and shelters against the cold.

Based on their existing partnership, Caritas Ukraine (CUA) and Caritas Switzerland (CACH) are planning to implement a multi-sectoral project, covering Shelter, Multipurpose Cash Assistance (MPCA) for Basic Needs and Winterization, and complementary Protection and Mental Health and Psychosocial Support Services (MHPSS) for conflict-affected households in four oblasts of Ukraine for a period of 7 months starting from November 2022.

Contribute to the protection and resilience of vulnerable, conflict affected IDP, returnee and host community households through the provision of basic needs, winterization and shelter assistance.

Shelter support: CACH and CUA propose to provide cash for light and medium shelter repairs for 1'000 households, while additionally upgrading 20 of the 67 existing collective centers of CUA across Ukraine, so that residents can benefit from safe and adequately heated living spaces.

Basic needs: To address conflict-affected households' reduced ability to meet their basic needs, including for winterization, the project adopts a vulnerability-based approach: 1'384 conflict-affected households receive one-off, multipurpose Emergency Cash Assistance (ECA) transfer, to cover basic needs and an additional, labelled winterization cash top-up to cover winterization costs. 1'935 moderately vulnerable households will benefit from a labelled winterization transfer, and 645 highly vulnerable households from a combination of multipurpose Stabilization Cash Assistance (SCA) plus winterization cash top-up.

Mental health and psychological support: For severe cases in more stable oblasts, CUA's psychologists will offer one-on-one counselling sessions to up to 576 individuals. Through CUA case management system, referrals to specialized services will also be arranged, if available, with more than 300 individuals expected to enter case management.

Capacity building support to Caritas Ukraine: The capacity development plan will be developed in close collaboration with CUA, and will focus on shelter, cash and voucher assistance (CVA), vulnerability-based targeting, and Monitoring, Evaluation, Accountability and Learning (MEAL).
